Skipping Shipping

Ok I know this has been discussed but i can't seem to find my issue entirely.
I am setting up a new site (v2.0.25) that is selling services and doesn't need shipping. I added 2 test services and left the weight at 0 but it still goes to the shipping page when I try to purchase.
Am I missing a step, or is there a change I can make?

Another is I want to remove the option to skip the sign up process as customer info is needed.

Nevermind all that. I decided to edit all the shipping pages to use for the addresses the services will be done and I found the setting in admin for skipping sign up.
