Is there a way to capture a customers order information before the funds are taken out of the users credit card? Or is this feature already built into authorize.net when we have it running with oscmax?

If using authorize.net, just set the module to use the transaction method of "Authorize" not Auth/Capture. Then it will only authorize the card and not actually charge it.
