Too few people use it, not going to be part of the core any time soon. There already is a osCMax version here:

Don't think it has been updated to work with RC4 though...

I think thats because people either don't know how to install it, Or don't know how to use it, and besides what can an additional feature hurt that only a few people use anyway? It makes the whole package more rubust, flexable, and usable, and whats to lose except making the whole package a few kilobytes larger? -not a big loss
And from my understanding you can award a customer 100 points for a ten dollar order
and have items price (in points) as high as you want. e.g. 10,000 points for a $10 gift certificate. People then can look foward to a reward such as a gc, netbook, ipod touch, Xbox 360, wii, or PS3 and much more...
You have to admit its something to think about.
Actually, without a great deal of effort you can add the order discount module. This can be set to give immediate discounts based on order size. There are a few neat little tricks that you can do to adjust it as well. We have it running on one store where it only discounts orders based on shipped status. In this case a customer comes in and when they get to their shopping cart, if they have shopped with the store before and the order has shipped, the system says something like "You have $120 to go before you get an additional 3% discount on your order". Once they pass the spending level, it automagically applies the good customer discount to the order.
In order to make it more effective you can modify the outgoing "update" of the order to add the line to their "shipped" orders telling them exactly what their status' are.
