Paypal express checkout, problem with taxes

I installed paypal express checkout osCommerce Community Add-Ons on osCMax v2.0 RC3

Everything works fine but randomly we are started receiving orders with no taxes applied to them. I suspect this is because some of the changes required FishEye: changeset 1699

Another thing that we noticed is that on the orders that do not have taxes (and should have) in the email for the order the state does not appear, for example instead of 'BC, Canada' it only has 'Canada', however in orders in oscmax admin panel 'BC, Canada' appears.

Before installing the module taxes were working fine.

Any clues where to look in the code.
