Make out of stock items ACTIVE

All right I'm going crazy here...

I know there is a setting/change I can make such that out of stock items are NOT made inactive automatically. But for the life of me I can't find it. Can anyone help?

I had a mod on here on auto email notification of restock that also included an out of stock mod so they would show active but show out of stock button but that seems to have disappeared with the new layout of this forum. oh well. I am probably just looking in the wrong place.

There are also some settings in product information and stock under configuration in admin. You can also make the button green but if you upload using older easypopulate it will inactivate it again since it shows zero quantity. If you don't have it get the latest easypopulate on here if it is still under projects and the complete file will remember the active and inactive products. I have not checked to see if that one disappeared.
