Once again, I need assistance...

Within this shopping cart im am almost complete with is an issue im having with the shipping. I have installed many shipping modules and trying to get the to work together is a pain.

The Problem..

My client wants her customers to have Free shipping depending on zipcode with a curtain area with a minimum order ammount. ( Module Installed )

Then she has 2 other cities that the shipping price changes. ( 2 local shipping modules installed )

then the rest of the world, it would be a flat rate price.

Now, trying to get these modules working together, has been a pain for 2 days now.

What I've tried...

I have tried to enable them all from sort order ( 0,1,2 ) put a different zipcode in the 2 local shipping modules I installed with mimimum ammount purchased ( $49.95 ) and when I go to the shipping page ready to check out, they ALL show up. Even though Local Shipping module "A" is set for 1 zipcode and local shipping module "B" is set for another zipcode in a different area.

I have tried everything I know to do about this. I don't know what else to do for the exception to tell my client to just offer flat rate shipping..lol

Can anyone lead me into a possitive direction so I can see some kinda light at the end of this long, dark tunnal?
