"All Others" shipping not working

OSCMax 1.7, I have 3 Zones, "All Others", no quotes for the third zone.

Guy from Denmark is pissed because my cart is telling him he can't order.

Is this a bug, is there a fix? For now, I just added his country to Zone 2 which has the same rates.

Will make a donation for an answer to this one, because I don't need this problem.

ASUMMING - you are using the ZONE.PHP shipping module

If you want to be able to ship to any country in the world, you will
need to enter every country code into the Country fields. For most
shops, you will not want to enter every country. This is often
because of too much fraud from certain places. If a country is not
listed, then the module will add a $0.00 shipping charge and will
indicate that shipping is not available to that destination.
PLEASE NOTE THAT THE ORDER CAN STILL BE COMPLETED AND PROCESSED!

Thus combine a list of all the MAJOR countries that you would deal with and put that as your "OTHER" zone.

AND

In your /includes/language/***all*languages***/modules/shipping/zones.php
like ENGLISH....
Change:
define('MODULE_SHIPPING_ZONES_INVALID_ZONE', 'No shipping available to the selected country');

to say somthing like
define('MODULE_SHIPPING_ZONES_INVALID_ZONE', 'Sorry, the store owner has to quote you for shipping charges to your country');
or
define('MODULE_SHIPPING_ZONES_INVALID_ZONE', 'Sorry we do not have a shipping rate setup for your country. Please contact the store owner for shipping rates or options.');

I think that "All Others" worked in CRELoaded, and I'd like to have that capability back.
