Trouble with Shipping-I want UPS for US , USPS for Overseas

I am having trouble with Zones.
I see: Shipping Zone
--none--
in both the UPS and USPS admin/shipping modules
But I cannot select a zone as the dropdown shows only "--none--"
I have searched the forums and found a Rest_of _world contribution.
I have looked at that and other posts. Is /includes/modules/shipping/zones.php just for the zone rates shipping module?
If so where do I define the zones that will be used in the other shipping services?
I see Locations / Taxes / Zones in the admin, but am unsure what to do there, if anything.

I am looking for a way to enable:
store pickup (mod already working) for the US ONLY
UPS for US, Canda, and Rest of World
USPS (have user and password) for Canada and Rest of World- NOT US

I am sure this has been done and I am just not understanding something.

I have another option I have worked on a bit:
For very large orders we use Freight Forwarders.
I have adapted the text of the Store Pickup contibution to show Call for Shipping(Shipping Payment will be Handled Separately)
I would like to limit this module to orders over 70 lbs or $500 whichever is easier to implement.
This last issue is not as vital as the former. I have a bit of time on this part, but the zones setup is urgent.

Any help would be very appreciated.

Still can't figure out where to add the zones.
