Need to Hire an Expert to Fix my Site!

Looking for an experienced expert to fix a few issues on our running store.

Some of the items we need fixed include;

* Fix the PayPal module - it is currently taking the customers money, but not returning back to the store.
* Recommended Products displays the retail price, I would like it to display the sale price.
* In search engines, it displays both the retail price and sale price - I would like it to only display the sale price.
* The newsletter adds several blank lines to the top of the newsletter. I would like those removed.
* Enable the option that customers can buy their products without signing up for an account.
* Is it possible for administrator to enter a new customer order from the admin area to an existing customer? (Such as taking a phone order from a customer who already has an account in the system)

Most of these site changes/repairs would be very easy for an experienced OS programmer. Looking for someone with a good reputation and who has a proven tract record with similar type stores.
