I have tried a dozen different set-ups and the problem is the same...
NO matter what state your from, you get charged Pa sales tax.

FOr those who don't believe me and so i can hopefull get more help

I am posting a compiled screenshot

Please PLEASE help

Anyone please, I have read hundreds of threads and this appears to be correct but isnt working, everyone gets charged tax

Looks like you have declared all of the US to be called zone PA. Remove PA from the "Zones" section. And retest.

it didnt change anything at all, it acts the same... any other ideas, anyone? please?

OK I just checked the configuration I am using for two store that collect PA sales tax. Click on "TAX ZONES" then click on the folder next to Pennsylvania. On the next screen you should not have any sub zones if you do delete them. I don't know if you just deleted PA from "ZONES" or if you deleted it from the screen I am talking about. Hope this helps

united states was a subzone, but when delted it, it still did the same thing
it always wants to add pa sales tax...
