Default what pages does the static.tpl.php control?

i removed the td that contained the continue button because I didn't want it on my information pages. As far as I can see those are the only pages that call the continue button from that file, is that a correct assumption?

static.tpl.php controls all static content pages like shipping&returns, privacy notice, etc. You are correct.
