Turning notification off?

Is there an easy way to turn notification off so it doesn't show up on the site at all (eg, no prompt at checkout to be notified, etc.)? I have a customer who wants this feature removed...but it is rather pervasive throughout the site. I noticed the code checking for "global_product_notification" flag and conditionally including certain sections, but can't find where this flag is set (or if this is a column in the database??)

just go into column_right.php and comment out the tags?
