gift vouchers - double discount?

I am testing the gift voucher functionality. When I sign-up as a new customer, I get the "welcome" email that gives me a $10 gift voucher. This all works fine. However, the email contains two redeem codes. One is part of the URL provided in the email, and another is to be entered manually. Again, these codes are different. Shouldn't they be the same?

So, as I contined testing, I clicked on the URL in the email and it added the $10 voucher to my shopping cart, and it succesfully subtracted $10 from the order total. However, during checkout, I manually entered the second code that came in the email, and I got another discount for $19.75. This is not working right.

Here is what my checkout screen looks like:

Sub-Total: $189.99
United Parcel Service (1 x 22lbs) (Ground): $7.53
IL TAX 7.0%: $13.30
Discount Coupons:5dd5cb: $19.75
Gift Vouchers: $10.00
Total: $181.07

So the customer actually got a $10 AND a $19.75 gift voucher. What is wrong with my settings and/or code?

No, by default it gives one $10 gift voucher and one 10% discount coupon.
