Is it possible to not only change the description for the "Suburb" field that the user sees, but also make it so that it does not show in the Shipping address?

The reason I am asking is because I some how would like to capture the prefered languange for a customer so that I can correspond with them in that language.

Would appreciate any suggestions you could offer.
