Cannot get TAX (VAT) working

I've been trying to get this working for a day now. I've search this forum (and the other one) and it seems there are afew people with the same problem, but there doesn't appear to be a answer.

I have followed the instructions in the guide (which is out of date) but my store still appears to be displaying the Net Price and not the Gross Price (with Tax included).

I have checked and double checked that "Display Prices with Tax" is turned on.

I need to display the tax for ALL users (logged in and guest users). I have the contribution to show Prices With and Without TAX but this doesn't work either. Both Prices end up being the same.

Someone please help before I go bald!! :P

If you added a CONTRIBUTION on top of MAX then you have more than likly broke it. Reinstall the orginal package. It should work fine.
