FREE SHIPPING Not Showing as an option

I'm trying to offer free shipping and flat rate shipping for order outside the US.

But no matter what combination of shipping options I try, FREE SHIPPING won't show up as an option, even when it's alone.

This is for oscmax 2rc2 but maybe is an option for you. I had the same problem and made one from the flat rate shipping module as a guide.
