Post Must agree to terms

Modified 3-16-07 to work with PayPal payment module.

The original version of the script takes you to PayPal whether the check box was checked or not. Thanks to the original author for a great contribution :)

Added checkout_fail.php files to display the error message along with a continue button to return to the shipping page after the error.

This is not a popup and does not require javascript to be enabled.
