What I have done in DFM v2.4.2?

-Message Stack did not show on header when you turn on NOTICE PUBLIC in admin. FIXED!
-Add EST, PST behind Coordinated Universal Time (UTC) for your location.
-Correct spelling.
-Updated Readme.txt instruction file. Please follow the steps per instruction carefully!

TESTED every single features of DFM on OS v2.3.1
