Nice idea but realisation is worse and completely unusable. I try to rework this contribution. Hope, it will help some body.

Version features:
1) Full multilanguage support
2) More osC standard in code, look and fill :)
3) Ability to set individual titles
4) Ability to edit and delete your tips
5) Ability to activate and deactivate your tips
6) Using HTMLAREA simplify the tips creating process
7) English and Russian language-pack

So, you may use this contrib not only as a tips, but you may now provide any information which changes randomly from page to page.
