Pos Malaysia have added a fuel surcharge COMMENT to their quotation page, but not actually updated their quote system. There's no good way of dealing in code with this kind of silliness, so I've added a 'random surcharge%' field to the shipping module as a workaround. Watch out for the module over-charging when Pos finally pulls their finger out and updates their quote system.
