Country-State Selector

- Require selection of a state from the dropdown (prevents defaults of "Alabama", etc.)
- Add zone code (state abbreviation) in dropdown
- Fix bug in checkout new addresses where a zone that was a substring of another zone was not accepted
- Add instructions on use with one country only
- Update to reflect osC 2.2-RC2a
