My last comment should have READ:

Added some missing lang defines.
changed the state code on create account b2b so it would not keep asking you to select state from dropdown
every time you tried to create a wholesaler account, by commenting out $zone_query line and using the one
from create account file.

Not sure if the part:

(zone_name like '" . tep_db_input($state) . "%' or zone_code like '%" . tep_db_input($state) . "%')

is absolutely needed but it is causing this issue, maybe these two things can be repaired by some nice folks!
