I personally use Tortoise SVN and WAMPserver.

We use google code (subversion) for our repository. You will not need to run your own svn server locally. All you need is to download and install TortoiseSVN onto your windows computer. Then create a directory where you want to check-out the working copy, or export. Then using tortoisesvn, you just check out the code to the directory on your computer. It is fairly easy. Make sure you read the TSVN documentation to help do the basics.
